3/2 x ( 2/3x2 + 2/3y2 - 4x + 2 2/3y - 2=0)
= x2 + y2 - 6x + 4y -3 = 0
x2 - 6x + 9 + y2 + 4y + 4 = 3 + 9 + 4
(x - 3)2 ( y +2)2 = 42
centre = (3,-2)
Radius = 4 units
